Ukrainians hold the their flag at Cape Town harbour where the Russian frigate Admiral Gorshkov, armed with Zircon hypersonic missiles, is berthed. “We are not hosting this warship, nor is it welcome in the Mother City,” Cape Town mayor Geordin Hill-Lewis tweeted. Following the docking of the Akademik Alexander Karpinsky — a Russian seismic ship Hill-lewis commented to Daily Maverick that “Russian state vessels should not be here”. It has not been officially announced when the Admiral Gorshkov will depart Cape Town for Durban and Richards Bay for the exercise. Naval sources said a Russian fuel and water tanker, the Kama, which has been accompanying the Admiral Gorshkov on its voyage from Russia, would arrive in Cape Town on Friday.

Digital X-ray screening for TB making inroads into diag...

Of the 234 people found to have TB in the prevalence survey, about 58% had abnormal X-rays without any TB symptoms. The World Health Organization (WHO) endorses the use of digital X-ray screening for TB. “Early results show that augmenting TB symptom screening with DCXR screening helps to detect more people with TB,” she said. In the first phase of the project — 1 September 2020 to 30 June 2022 — 114,126 people visited the DCXR containers for TB screening (symptom screening followed by X-ray screening); 96% of these people were screened with DCXR. In addition to detecting more TB among symptomatic patients, DCXR TB screening has also detected TB in asymptomatic people: 28% of all people diagnosed with TB in this phase of the project were asymptomatic and would have been missed if the clinic was relying on symptom screening alone.”She said the use of DCXR TB screening alone would find more people with TB than TB symptom screening alone, and the use of DCXR alone finds 84% of all cases diagnosed with both screening methods combined.

Ultimately, the proceedings were adjourned, and Bankman-Fried was ordered to return to jail. Later in the day, Roberts told local media that Bankman-Fried wouldn’t fight extradition and could be back in court again this week. After the judge adjourned the proceedings, in the cleared out courtroom, Bankman-Fried and Roberts appeared to convene a conference call. Since being denied bail in the Bahamas court last week, Bankman-Fried has been in a notorious correctional facility on the outskirts of Nassau known as Fox Hill. At Monday’s hearing the judge ordered him returned to the facility.

It is clear that some forms of cadre deployment are unconstitutional and invalid and that carefully targeted court action challenging specific instances of such deployments may well be successful. If I am correct, the problems now widely associated with cadre deployment (endemic corruption, the collapse of service delivery, and the broader collapse of the state) cannot be fixed merely by invalidating the ANC’s cadre deployment policy.
